Is that when you run over to a mob and open your trenchcoat to reveal that you have nothing underneath, pause for a moment and run?

nope: someone, probably someone with a lot of "street cred" like red or tarjin or someone else, says "everyone converge on this point Right Now, and let's do silly rp"...very little planning, high impact if enough folks come along, and could be really fun.

"someone" should amke a list of RP hooks that can be used, or likely places here such things are possible.
